[SIP5.21.1] Recoup unclaimed SUMR from RAYS airdrop

1. Overview:

As per the RFC, [RFC] Recoup unclaimed SUMR tokens from RAYS airdrop, this Sub-SIP follows the recent root removal (here) and now proposes to call EmergencyWithdraw and transfer 25,512,806 SUMR back to the Timelock.

2. Motivation:

As per the RFC, it is believed that given the SUMR has been claimable for over 1 year, it is now time to recoup any unclaimed, and put them to better use by the DAO.

3. Specification:

  • call EmergencyWithdraw for the full amount of SUMR and with a to address of the timelock controller, 0x447BF9d1485ABDc4C1778025DfdfbE8b894C3796

4. Risk Assessment:

No new or additional risks expected from this SIP.

5. Voting:

A YES vote will call EmergencyWithdraw, and any transfer ~25.5M SUMR to the Summer Timelock. A NO vote will not make any changes to the rewards contract.
