[SIP5.10] Whitelist multiple addresses on SUMR token for MERKL reward transfer and other rewards

1. Overview:

In order to prepare for the transfer of SUMR Vault Rewards to MERKL, I am proposing we whitelist the relevant contracts now to finalise testing before the formal vote to transfer the rewards next Friday (8th Aug).

Within this vote, I also propose whitelisting another basic rewards contract that Summer.fi will also use to distribute other rewards for various marketing and growth campaigns.


2. Motivation:

As mentioned recently in the latest update within the RFC to Transfer Vault rewards to Merkl ( [RFC] Transfer Vault Rewards from staking to Merkl and enable tokenisation of Vault Shares ) this is expected to go to vote on the 8th August. In preperation for this, we would like to whitelist the relevant contracts prior on the SUMR token to ensure we are fully setup and ready to go and can do some simple tests on the frontend before it officially launches to the public.

At Summer.fi, while whitelisting, we would also like to propose adding another address to enable the rewarding of SUMR tokens for marketing and growth campaigns handled by Summer.fi too, so are all proposed together in this sheet - for things like the RAYS campaign and some previous and upcoming L3 campaigns.


3. Specification:

The following addresses will be whitelisted in relation to the Merkl rewards transfer;

- 0x3Ef3D8bA38EBe18DB133cEc108f4D14CE00Dd9Ae (the contract distributing the tokens to users)

- 0x8BB4C975Ff3c250e0ceEA271728547f3802B36Fd (the contract you call when creating a campaign)

The following address will be used to offer rewards to users through campaigns setup by Summer.fi;

- 0xfb9a156f6e1c27acf4acea019a2629f02b467251

These will all be whitelisted on the Base Network only.


4. Risk Assessment:

There is not considered to be any risk created by whitelisting these addresses.


5. Voting:

A successful YES vote would whitelist the addresses laid out in section 3, and allow the full testing and further vote on Friday 8th August to go ahead as planned for the transfer of Vault Rewards to Merkl.

Fully in support, this is a necessary preparatory step to ensure the transition of SUMR Vault Rewards to usage of Merkl proceeds smoothly.
