This proposal will execute the following actions on mainnet:

  1. Bridge 809,075 (809075000000000000000000 raw) tokens to the target chain
  2. Add Fleet to Harbor Command
  3. Grant COMMANDER_ROLE to Fleet Commander for BufferArk
  4. Add 6 Arks to the Fleet
  5. Grant COMMANDER_ROLE to Fleet Commander for each Ark
  6. Grant CURATOR_ROLE to Curator for the Fleet
  7. Set up rewards for 1 tokens
