[SIP3.17] Extend SUMR V2 Staking SUMR Rewards

1. Overview:

The current SUMR token rewards for the V2 Staking module ends Wed March 11th, 19:38 UTC

This SIP proposes renewing the rewards on the same terms (450,000 SUMR for 90 days) as currently exists.

2. Motivation:

To maintain the SUMR rewards, currently around 2% and a fairly modest 450k rewards for another 90 days.

3. Specification:

• Call approve on the SUMR token contract for 450,000 SUMR
• Call NotifyRewards on the SUMR Staking Contract for 450,000 SUMR and duration 7776000 (90 days)
• Call validateTimestamp on the TimeLock Guard contract, restricting execution until the old rewards have finished.

5. Voting:

Voting YES extends the SUMR rewards for the V2 Staking Module for another 90 days, transferring 450,000 SUMR from the Timelock to the Staking Contract.

Voting NO will not extend the SUMR rewards, and will not transfer any additional SUMR to the Staking Contract.
